			<content:encoded><![CDATA[<p>Alabama legislator Richard Shelby has criticized the Democrats&#8217; plan to improve the country&#8217;s financial industry in an effort to <a href="http://www.stopforeclosureshelp.com/">prevent foreclosed homes</a> numbers from rising. According to Shelby, the plan is flawed since it failed to properly control government-sponsored enterprises, Freddie Mac and Fannie Mae.</p>
<p>Shelby further added that the legislation for reforming the financial industry has touched almost every aspect of the economy, but failed to address the problem of the two mortgage companies which, according to him, contributed greatly to the ongoing foreclosure crisis by creating high demands for risky loans and by inflating the housing market bubble. The Alabama Senator has criticized Democrats for allegedly preventing reform plans for Fannie Mae and Freddie Mac over the years.</p>
<p>U.S. legislators have stated that the planned changes in the rules governing the financial and banking industry are meant to prevent another economic meltdown similar to the 2008 crisis that almost brought down Wall Street.</p>
<p>The legislative bill aims to create a group of regulators who will oversee financial system risks and set up a strategy to liquidate businesses that are too interconnected or too big to undergo bankruptcy. </p>
<p>The council of regulators will also create a bureau for consumer protection to regulate lending and bring into government oversight complex securities that were previously unregulated. The proposed changes in lending rules are also meant to prevent foreclosed homes statistics from rising further.</p>
<p>The bill is still under debate at the Senate, while the House has already passed legislation similar to the proposed bill in December 2009. Meanwhile, the administration of President Obama has somewhat touched upon the issue of Freddie Mac and Fannie Mae when it stated that it is still too early to implement wholesale reforms in the financing system of the housing market.</p>
<p>Shelby, along with other Republican legislators like John McCain and Judd Gregg, have called on the government to relinquish control of Fannie Mae and Freddie Mac and take definitive actions to get out of the mortgage finance business. The recommendation, if it becomes a reality, will repeal Freddie Mac and Fannie&#8217;s mandates to promote low-priced housing.</p>
<p>Senator Shelby has criticized the bill designed to overhaul the financial and lending industry and prevent foreclosed homes numbers from expanding. He stated that the bill should include Freddie Mac and Fannie Mae reforms.</p>

			<content:encoded><![CDATA[<p>The United States federal government and state legislators are stepping up efforts to <a href="http://www.stopforeclosureshelp.com/">prevent home foreclosures</a> in Arizona. The state is among the areas in the country that suffered the worst due to the foreclosure crisis.<br />

In the part of the federal government, additional money is being sent to the state to help local families who are facing possible foreclosure problems. The monetary aid comes in the heel of several legislative bills being proposed in the state legislature that are designed to address problems caused by foreclosures.<br />
 <br />
Several of the bills authored by House Democrats are bundled up together to form the Foreclosure Rescue for Arizona Act. However, only one bill was granted a hearing by the Legislature.<br />
 <br />
In comparison, Republican sponsored bills, also designed to help Arizona residents affected by foreclosures, have attained more success in the Legislature. Two major proposals have gotten through the House and are up for a hearing with the Senate Commerce and Economic Development Committee.<br />
 <br />
One of bills was designed to prevent home foreclosures by requiring lenders to contact homeowners and discuss possible options with them to avoid having their properties foreclosed. The other one focuses on the regulation of foreclosure consultants.<br />
 <br />
Meanwhile, a proposal that also tackles the issue of foreclosure consultant regulation has already gone through the Senate but is still awaiting House Committee of the Whole vote. The Senate Bill is designed to prevent consultants from asking for up front payment in exchange for a promise that they will assist clients in renegotiating their mortgages.<br />

Several Democrat legislators have argued that most of the Democratic Party-sponsored bills are more comprehensive than the ones authored by the Republicans. The Democrats are now exerting extra efforts to negotiate with the Republicans to have some of the rejected proposals be put back on session.<br />

Most of the legislative bills which aim to help Arizona homeowners are still under deliberation and have yet to even pass the House Senate. However, the monetary aid has already been approved and will soon be sent to help Arizona residents.<br />

Arizona, together with several other states, will receive a combined amount of $1.5 billion from the Department of the Treasury. The money is meant to help those who are facing foreclosures and to also proactively prevent home foreclosures in the future. </p>

			<content:encoded><![CDATA[<p>Regional Housing Legal Services representative Donald Marritz is disappointed to announce that only one of four troubled homeowners apply for financial aid. These may mean that either these homeowners just do not care about their homes, or they just do not know what to do to <a href="http://www.stopforeclosureshelp.com/">prevent foreclosure</a>.</p>
<p>If you are one of those homeowners who want to save their homes and prevent foreclosure, you must know the typical process of foreclosure:</p>
<ul>
<li>Foreclosure is not stated upon delayed payment. The borrower usually has to miss two payments before the lender can move forward with a foreclosure case.</li>
<li>But the lender must first send a notice called Act 91. This notice informs the borrower that the lender can not file a foreclosure case if they meet up with a housing counselor for 30 days up to 4 months.</li>
<li>Take note that if a troubled homeowner who shows willingness to prevent foreclosure by meeting a housing counselor, their mortgage company could not touch them.</li>
</ul>
<p>Pennsylvania’s Regional Housing Legal Services gives technical and legal assistance to needy families and homeowners. The Homeowners’ Emergency Mortgage Assistance Program also helps prevent foreclosures, but have some qualifications like: the borrower must have faced an uncontrollable circumstance, like job loss or illness, which led to the delinquency.</p>
<p>Those eligible homeowners are given 24 to 36 moths before resuming mortgage payments. A granted application means a loan from the Pennsylvania Housing Finance Agency that will be used to update mortgage payments.</p>
<p>HEMAP application has increase as more foreclosures arise. Only 3,875 homeowners applied for emergency mortgage aid in April 2008. But just this April, there are 4,990 applications.</p>
<p>In Montgomery, April 2008 application is at 223 only, this year it reached 347. And just last month assistance application is up at 435.</p>
<p>Marritz is puzzled why only a few of the many troubled families try to prevent foreclosure. Montgomery County has 15 to 20 percent of their problematic homeowners had asked for help in preventing foreclosure. Then only Huntington, Indiana, Monroe, Potter and Tioga are the counties that have 25 percent of their distressed population applies for financial assistance.</p>

			<content:encoded><![CDATA[<p>The localities of Massachusetts are tired of waiting for state and federal actions that will hopefully <a href="http://www.stopforeclosureshelp.com/">prevent foreclosure</a>. They are now trying to combat the housing problem on their own.</p>
<p>Disappointed to what appears to be a lack of urgency, the local governments of the Bay State cities are trying to stop bank repossessions and protect households that are victims of predatory lenders. They feel that the government is not baring its teeth in trying to save their citizens from foreclosure.</p>
<p>Boston, Lawrence and Worcester city councils have been discussing petitions that aim to <strong>stop foreclosure</strong> and stop the devastating horror that is haunting urban neighborhoods since 2008. A Boston Council measure wants to create a mediation proceeding for homeowners with foreclosure problems and their lenders.</p>
<p>The Massachusetts Alliance Against Predatory Lending says that Chelsea and Springfield city councils have came up with resolutions that would protect renters from eviction, necessitate court agreement for repossessions and put into operation a 6-month suspension on foreclosures by predatory lenders. Meanwhile, there are 2,400 homes in foreclosure in Brockton that is why the Brockton Interfaith Community rallied to convince city councilors to pass their petition for a state-wide foreclosure prevention legislation.</p>
<p>Grace Ross, coordinator to the Massachusetts Alliance Against Predatory Lending thinks that the legislature is moving slower than the foreclosure rate. There is only a state bill that protects renters of foreclosed homes.  So, they have decided to take some actions to push state policies that they think are broad enough to solve the Massachusetts foreclosure problem.</p>
<p>Spokesperson to Boston Mayor Menino says that they cannot feel that the Legislature sees the level of anxiety they are feeling.</p>
<p>But the Senate says otherwise. They claim that they have just approved a bill that will prevent foreclosure and stop predatory lending. The Senate is working on bills and legislation that could actually do something to help hard hit areas. </p>
<p>The Massachusetts foreclosure actions intensified when the Senate refused to pass the bill that allow judges to revise loans for foreclosure homeowners whose lenders fail to give good loan modifications.<br />
The $75 billion worth Troubled Asset Relief Program by the Obama Administration hopes to help up to 5 million troubled homeowners by financing lower interest rates. Since February, the project has helped 2,150 Fannie Mae borrowers and 1,500 Freddie Macs. It is just sad that this project is limited for Fannie and Freddie borrowers only. Plus, it is too slow and voluntary for the lenders.</p>
<p>Massachusetts foreclosure is said to be down at 755 or 43.8 percent lower than April 2008. But with increasing job loss, homes even with prime loans will be trying to prevent foreclosure.</p>
<p>One of the worst hit areas is Worcester, one of Massachusetts assets. This caused more panic. </p>
<p>The local leaders think that this is not the time to be too critical, they need an emergency plan to prevent foreclosure, and they need it now. If the state or the federal law cannot move fast, they have to do it on their own.</p>

<p>Homeowners can also talk to U.S. Department of Housing and Urban Development approved-foreclosure avoidance counselors that offer free help to find the perfect mortgage option for you.</p>
<p>Meanwhile, Illinois troubled homeowners can <strong>prevent foreclosure</strong> through the 90-day grace period allotted for them to work with a lending or housing counselor. This is a project approved by Governor Pat Quinn last spring.</p>
<p>To apply for these foreclosure prevention programs you must prepare to document your current financial situation, account balances and assets. A letter of explanation about why you can not manage your mortgage anymore is also required if you are eyeing to apply for the Making Home Affordable program.</p>
<p>Take note that these programs are not compulsory to lenders, so know if your lenders are participating in these programs that aim to prevent foreclosure. Your lenders would present you these options to let you know that you are not alone in trying to prevent foreclosure, just ask for help.</p>

			<content:encoded><![CDATA[<p>The Senate passed housing bill that aims to prevent foreclosure won by 91 to 5. Possibility of shifting from a risky credit to a more manageable one may sound good for troubled homeowners, but others sees this as a risk for taxpayer’s money. But the Senate needs to act on saving the economy from further failure.</p>
<p>Senator Harry Reid admits that it may take more time before the housing industry fully recovers, but with this housing bill, preventing foreclosures may come faster and easier.</p>
<p>But this passed bill does not include the President’s previously promised bankruptcy provision. This condition that could have permitted bankruptcy judges to decrease a troubled payer’s mortgage was rejected in a 45 to 51 vote. According to the head of the Banking Committee Senator Christopher Dodd this issue is now irrelevant.</p>
<p>The said foreclosure preventing bill would also hire extra hundreds of FBI agents and DAs that would look at mortgage frauds. This would also start a $5 million independent commission that will investigate on the root of the financial crisis and create a good route for us to forward.</p>
<p>The housing bill would also develop the $300 billion worth program “Hope for Homeowners”. This assists lenders to write individual mortgages to troubled homeowners who agree to pay premium insurance. This program that hopes to help homeowners shift from a high interest rate to a 30 year fixed loan assisted by the Federal Housing Administration will expire on 2011.</p>
<p>But Hope for Homeowners seems to be ineffective with its strict eligibility requirements. From its targeted 400,000 homeowners, only one has completely done the refinancing process while only 51 more are undergoing the process.</p>
<p>But the current housing bill hopes to <a href="http://www.stopforeclosureshelp.com/">stop foreclosure</a> by expanding eligibility. Unlike Hope for Homeowners’ policy of not allowing intentional defaulters, the Senate bill would limit to defaults that occurred within the last 5 years.</p>
<p>Republicans backed the proposal to expand the program by utilizing $2 billion of the $700 billion bailout fund of Wall Street. But some Republicans like Senator David Vitter thinks that burdening the government with more risky mortgages, though it can prevent foreclosures, could eventually rebound to bigger problems in the future.<br />
Another concern is if Hope for Homeowners can be enough to prevent foreclosures, after knowing that voluntary lender efforts have not given decent loan discounts. Less than half of the loan modifications made near the end of last year exceeded 10 percent.</p>

			<content:encoded><![CDATA[<p>Maryland unveiled just this Wednesday of its move to prevent foreclosure and to keep homeowners inside their houses. It has designated more than $2.5 million to address this problem. This fund has come from different funding sources, which include federal, local and state sources. This fund is specifically for supporting homeowners who are currently facing foreclosure threats. </p>
<p>According to Martin O’Malley, Maryland governor, the primary beneficiaries of this fund are the nonprofit housing counseling associations and organizations. O’Malley also outlined almost $1.8 million worth of fund for the National Foreclosure Mitigation Council or NFMC. Raymond A. Skinner also added that $240,000 worth of fund from Montgomery County is dedicated to help housing counseling agencies that are operating in that place. </p>
<p>The Maryland Department of Housing and Community Development currently supports a network that is made up of 30 nonprofit housing counseling agencies and another two nonprofit providers of legal services. This is part of the Home Ownership Preserving Equity (HOPE) Initiative. </p>
<p>The announcement of this funding comes after the DHCD released a report stating that the first quarter of 2009 had a decreased number of foreclosures in Maryland, amounting to 9,829 house units. This is a 7.5 decrease from the last quarter, and a decrease of 18.5 from the same period one year ago. </p>
<p>So far, Maryland has already given more than $5.5 million worth of assistance to threatened homeowners since 2007. The network of housing counseling groups has already given assistance to around 23,000 consumers and has already given help to more than 6,800 homeowners to prevent foreclosure. Through the Foreclosure Pro Bono Project that is implemented in the entire state of Maryland, more than 700 attorneys have already volunteered their efforts and time to help threatened homeowners to stay away from, and <a href="http://www.stopforeclosureshelp.com/">stop foreclosure</a>, by providing the necessary legal assistance that they need. </p>
<p>Skinner further added that the housing counseling help available to all homeowners in Maryland has been a great help to prevent foreclosure. Aside from being great examples to the whole industry in providing the right information and assistance to homeowners, these organizations also perform the role as advocates of protecting families, keeping them in their homes, and helping them prevent foreclosure. With this, Skinner commended and lauded these organizations for doing a great job.</p>
